Conditional Access rollout: moving safely from report-only to enforcement

Conditional Access changes can improve security quickly, but they affect every sign-in path included in a policy. A safe rollout starts with scope, evidence, and a controlled path to enforcement.
Define the user groups, applications, devices, locations, authentication strengths, and exclusions before building the policy. Keep emergency access accounts protected and monitored. Start in report-only mode, review the sign-in logs, and identify service accounts, legacy clients, and business processes that need a planned solution.
Pilot with a small representative group. Publish clear user guidance, collect support feedback, and define rollback criteria. Move to enforcement only after the expected behavior is visible in logs and the support team understands how to respond to failures. Good policy deployment is a measured operational change, not a one-click security setting.
